How to Reduce Plastic Packaging When Shipping Bags and Pouches

Practical options to replace or reduce polybags and inserts for soft goods, the trade-offs to test, and what the EU PPWR changes.

Most cosmetic bags, pouches and travel organizers leave the factory inside a polybag, often with a paper insert, a hangtag and some shape-holding filler. Much of that plastic exists out of habit rather than need. Reducing it is now both a brand expectation and, in Europe, a regulatory direction of travel.

This guide walks through the practical options, the trade-offs you should test before switching, and what the EU Packaging and Packaging Waste Regulation means for soft goods. The aim is not to remove every gram of plastic at any cost, but to cut what adds no value while keeping products clean, undamaged and easy to handle from factory to shelf.

Start with an audit of every packaging layer

List each component from the product outwards: filler inside the bag, individual polybag, insert card, hangtag, inner carton, master carton and pallet wrap. For each one, ask what it actually protects against, who requires it, and whether the end customer ever sees it.

You will usually find layers that only exist because an earlier programme specified them. Removing a component outright is the cleanest reduction, because it avoids a substitute material altogether.

Record the weight and material of each layer as you go. That simple baseline lets you measure the effect of every change, supports any reduction figures you later publish, and gives your supplier a clear specification to quote against.

Option 1: Switch polybags to paper bags or glassine

Paper bags and glassine sleeves can replace individual polybags for many soft goods. They are familiar to consumers and generally easier to explain on pack.

The trade-offs are real. Paper offers less moisture protection, does not show the product, and can tear during picking. Structured bags with metal hardware may also scuff through thin paper. Run a transit test with your actual product and route before approving the change, and confirm it at the pre-production sample stage.

Check the paper itself as well. Some paper bags use plastic coatings or laminated windows for strength, which can complicate recycling and weaken a plastic-free message. Ask for a material breakdown of the bag, the closure and any adhesive, and keep it with your product records.

Option 2: Keep film, but use less and use recycled content

Where moisture or visibility matters, a thinner polybag, a smaller bag sized to the product, or film with recycled content can be a sensible middle ground. Mono-material film is typically simpler to recycle than laminated film.

Option 3: Bulk pack and redesign cartons

For wholesale shipments and gift-with-purchase programmes, where items are often re-packed or handed out, bulk packing several units per bag or directly into a lined carton can remove most individual polybags.

Carton design matters as much as the bag. Right-sized cartons, dividers made from board rather than foam, and consistent pack counts reduce void fill and damage. Nesting soft pouches flat, rather than stuffing them to hold shape, also cuts filler and carton volume.

Carton changes also affect freight. Fewer, better-filled cartons can reduce shipping volume, but heavier cartons need stronger board and clear handling marks. Agree the carton specification, pack count and label layout in writing before production, so the packing line and your warehouse work from the same instructions.

The trade-offs to test before you switch

Moisture: sea freight and humid warehouses can mark or mould unprotected textiles; consider desiccant needs and carton liners. Scuffing: PU, coated and light-coloured fabrics show abrasion first. Warehouse handling: many distribution centres scan a barcode on each unit, so confirm where labels will go without a polybag. Marketplace rules: online marketplaces publish their own prep and packaging requirements, so check the current version for each channel.

What the EU PPWR changes

The Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40 on EUR-Lex, has been in force since 11 February 2025 and applies generally from 12 August 2026, according to the European Commission packaging waste page. As a regulation, it applies directly across member states rather than through national transposition.

Its requirements are phased. Article 7 sets minimum recycled content for plastic packaging from 1 January 2030, and all packaging placed on the EU market is intended to be recyclable by 2030. Article 24 requires packaging weight and volume, including empty space, to be minimized, with specific limits for grouped, transport and e-commerce packaging. Article 12 introduces harmonized labelling on material composition. Be careful with recycled-content and plastic-free claims

Packaging claims are environmental claims. In the US, the FTC Green Guides (16 CFR Part 260) address recycled content and recyclability claims. In the EU, Directive (EU) 2024/825 tightens rules on generic environmental claims. Avoid vague words such as "eco-friendly", qualify whether a percentage refers to the bag, the film or the whole pack, and keep supplier evidence on file.

"Plastic-free" needs particular care: paper bags may carry plastic coatings, and tapes, labels and windows are often plastic.

Keep packaging claims consistent across hangtags, product pages and trade materials. If you change the packaging mid-programme, review every claim that refers to it before new stock ships.
